Choose Texas Power’s Lubbock page, updated September 30, 2026 for ZIP 79407, lists a marketplace average of 15.6¢/kWh at 1,000 kWh, 18.1¢ at 500 kWh, and 16.7¢ at 2,000 kWh. Those averages already fold in delivery and any bill credits on the plans in that snapshot.

LP&L delivery in effect on that date is about 6.312¢/kWh with no monthly base. A $2.50 monthly base and a lower volumetric delivery charge were approved to start November 1, 2026, so a quote pulled in September will not match a November bill’s wires section.

City of Lubbock water, wastewater, and solid waste are municipal charges. A 3/4-inch water base of $18.75 includes the first 1,000 gallons, then $4.10 per 1,000 through 5,000 gallons. Wastewater’s confirmed piece is the $17.55 monthly base; the history-based volume rate was not in the October 2024 ordinance text. Residential trash is $20.50 plus tax.

    Lubbock’s published averages jump from 18.1¢ at 500 kWh to 15.6¢ at 1,000 kWh. A bill credit that only triggers at 1,000 kWh will not help a smaller month.

  • Separate the November delivery change from the supply price

    If you enroll before November 1, 2026, ask whether the quote uses today’s $0 base and 6.312¢ delivery or the Nov 1 structure.

  • Keep water, wastewater, and trash off the energy comparison

    Those charges come from City of Lubbock Utilities and Solid Waste. They do not move when you change REPs.

A technician may need access for new service, suspected meter or equipment problems, or safety-related orders from the utility; those are different from completing enrollment through a shopping or comparison flow. Your confirmation email and terms from the enrolling provider will say if anything non-routine applies. If no visit is mentioned, you can ordinarily expect the switch to proceed without someone entering your home.
