Choose Texas Power’s Rockwall page, updated September 30, 2026 for ZIP 75087, lists a marketplace average of 10.4¢/kWh at 1,000 kWh, 18.7¢ at 500 kWh, and 13.1¢ at 2,000 kWh. Oncor delivery is $4.06 per month plus 6.0295¢/kWh.

Resolution 25-13, effective January 1, 2026, sets a 3/4-inch water minimum of $27.30 for the first 2,000 gallons, then $4.40 per 1,000 through 8,000 gallons. Wastewater is a $29.90 minimum plus $4.85 per 1,000 gallons of the December–February winter average.

The February 2026 city notes list residential garbage and recycling at $25 plus $2.06 sales tax, or $27.06. Household hazardous waste is a separate $1.14.

    Wastewater volume is the winter average, recalculated in March. A 5,000-gallon assumption is about $54.15 and is only a comparison figure.

  • Water at 5,000 gallons is $40.50

    That is the $27.30 minimum plus three thousand-gallon blocks at $4.40.

  • Trash is $27.06 including sales tax

    Do not add the old $23.15 rate from the prior schedule.

For a standard switch between competitive retail electric providers on an existing residential meter, your new provider and your transmission and distribution utility (TDU) typically coordinate the change electronically—an appointment at your home is not usually required simply to change supply companies. A technician may need access for new service, suspected meter or equipment problems, or safety-related orders from the utility; those are different from completing enrollment through a shopping or comparison flow. Your confirmation email and terms from the enrolling provider will say if anything non-routine applies. If no visit is mentioned, you can ordinarily expect the switch to proceed without someone entering your home.
